I think this paper fulfills the main requirements to become a good, extensively quoted, international reference for the following reasons:
Asset management is one of the key topics in water management today, and this paper covers it from a broad perspective: scenarios, locations, measures, simulations, and time horizon. As stated in the paper, the project it describes is more extensive than the standard paper length, but all the main conditions, software, calculations, results, and findings are well presented with the necessary references available for the interested reader. It also helps that the paper does not remain on the theoretical side of any analysis, but discusses four different case studies.
