This second edition is supporting guidance for local water providers such that they can find cost effective ways to reduce water demands through conservation which is often the cheapest source of water supply.  In addition, regional and national governmental agencies may leverage this guidance when they require plans from local utilities seeking to permit an expansion of their water supply by ensuring they have plans and are accountable to also reducing the demands by local water communities. The updated content includes modifications to the technical information (i.e., adjustments and more explanation of planning steps in preparing an Urban Water Use Efficiency Plan) along with revised case studies and examples.
