Why was this paper chosen?

Sewer overflows are problematic in all countries where waterborne sanitation is practised. It frequently goes unaddressed as it is difficult to justify expenditure from limited budgets for problems that are complicated to explain and quantify. This paper paves the way for realistic costing of interventions that protect natural capital, and provides a way to justify and drive responsible behaviours on the part of municipalities and city councils.
